Key takeaways
- Hajj group management runs in a fixed order: licence and quota, registration, package, payments, Saudi-side contracts, groups and visas, then Mashaer movement.
- Home-country regulators set who may sell Hajj seats. Nigeria's NAHCON licenses travel agencies yearly; Pakistan caps its private scheme at 60,000 pilgrims for 2026.
- Payment deadlines are hard. Pakistan's 2026 policy forfeits a company's payments if instalments are not deposited on time.
- In Mina and Arafat, pilgrims move on scheduled routes. The Ministry penalises companies that miss the schedule, so every group needs a camp and transport wave.
- The agency needs its own record per pilgrim and group, because the Saudi platforms do not hold its receipts, refunds or sub-agent sales.
Short answer: Hajj group management is the agency work of turning licensed quota seats into travel-ready groups. As of November 2026 it runs in a fixed order. Licence and quota come first, then registration, package tier and instalments. Saudi-side contracts on Nusuk Masar follow, then groups and visas, then scheduled movement through Mina and Arafat. Each stage has a government deadline.

What are the stages of Hajj group management?
There are seven, and each one depends on the one before. The table shows what happens and what the agency must record.
| Stage | What happens | What the agency records |
|---|---|---|
| 1. Licence and quota | The home regulator licenses the agency and allocates seats | Seats held per package category |
| 2. Registration | Pilgrims apply inside the country's window and eligibility rules | Passport, photo, mahram links, health papers |
| 3. Package tier | Each pilgrim is sold one package category | Package, room plan and price per pilgrim |
| 4. Payments | Instalments are collected before money must leave the country | Receipts, balances and refunds per pilgrim |
| 5. Saudi-side contracts | Camps, housing, transport and catering are contracted on Nusuk Masar | Supplier contracts and costs per group |
| 6. Groups and visas | Pilgrim data is uploaded, groups formed and visas issued | Group lists, leaders and visa status |
| 7. Mashaer movement | Groups move between camps and holy sites on set schedules | Camp, transport wave and contact per group |
Who decides which agencies can sell Hajj seats?
The home country's Hajj authority does. Saudi Arabia sets each country's quota, and the national regulator decides which companies receive private seats.
Nigeria is a clear example. The National Hajj Commission of Nigeria (NAHCON) says it regulates and licenses states and tour operators (opens in new tab), and that tour operators deal with private pilgrims. Its 2027 Hajj licence advert (opens in new tab) of 28 July 2026 required:
- registration as a travel agency with the Corporate Affairs Commission;
- a ₦250 million bank guarantee, valid IATA accreditation and accredited staff;
- operations aligned with Saudi digital integration "via the Nusuk platform", with confirmed accommodation and transport;
- three years of tax clearance, audited accounts and evidence of Hajj slot use.
Applications closed on 7 August 2026. NAHCON said allocation depends on slot availability and the company's previous performance.
Pakistan sets limits by policy. Its Hajj Policy 2026 (opens in new tab) capped the private scheme at 60,000 pilgrims. A private Hajj company needed at least 2,000 pilgrims in its allocated quota to take part.
How do registration windows and eligibility rules work?
Registration opens and closes on dates the regulator publishes, and eligibility rules filter who can apply. The agency has to check each applicant against those rules before taking money.
Pakistan's 2026 policy shows the kind of rules involved:
- a passport valid to at least 26 November 2026;
- no children under 12;
- Saudi health requirements, with terminally ill applicants excluded;
- women travelling without a mahram only by affidavit, under stated conditions;
- an attendant for disabled applicants.
Booking on Pakistan's e-Hajj portal opened on 22 August 2025, and the full list of intending pilgrims was due by 22 October 2025. Rules differ by country, so the eligibility check must be configurable, not hard-coded.
How do package tiers change group management?
A package tier fixes what each pilgrim receives, so groups must be built inside a tier. Mixing tiers in one group breaks rooming, camps and pricing.
Pakistan's government scheme, for example, offered a long package of 38–42 days and a short package of 20–25 days. Private companies sell their own packages through designated service providers. For 1448 AH, the Saudi side has also changed the package model; our Hajj management system guide sets out what was announced.
In the agency's system, the tier should be a field on the booking. It then drives the room plan, the camp and the price.
How should an agency manage Hajj payment deadlines?
By tracking every instalment per pilgrim against the regulator's dates. Late money can cost the agency its seats, not just a penalty.
Pakistan's 2026 policy split payments into three instalments, due 15 August, 15 November and 31 December 2025. A company that "fails to deposit instalments in a timely manner" has its payments forfeited. Its pilgrims are moved to other companies.
NAHCON requires that all remittances to the Commission come from the company's corporate account. Both rules point to the same need: receipts, balances and remittances that reconcile per pilgrim. Our guide to Umrah agency accounting covers multi-currency ledgers and supplier payables in detail.
When are Hajj groups formed on Nusuk Masar?
After the money and contracts, and before visas. In Pakistan's 1447 AH plan, pilgrim data submission and group formation on Nusuk Masar began around 12 October 2025. The final deadline was 8 February 2026.
A group therefore needs complete passport data, a paid package and a contracted camp before it can be submitted. Our Nusuk Masar guide explains the platform itself.
How are groups moved through Mina, Arafat and Muzdalifah?
On scheduled routes and timings set by the Ministry of Hajj and Umrah. Groups do not choose their own departure times.
For Hajj 1445 AH, the Ministry said it would supervise transport for about 1.9 million pilgrims (opens in new tab) between Makkah and the holy sites. It offered shuttle, traditional and Mashaer Train options on specified routes and schedules. "Companies failing to adhere to the predetermined schedules will face penalties," it said.
For 1447 AH, the Ministry described scheduled pilgrim flows from the camps (opens in new tab), including the Jamarat and access to the Mashaer Train. The Al-Mashaaer Al-Mugaddassah Metro (opens in new tab) links Mina, Muzdalifah and Arafat, and was planned to carry more than two million passengers.
For the agency, this means every pilgrim must map to one group, one camp and one transport wave. Group leaders need that list on paper and on their phones.
What should every Hajj group record hold?
Everything a group leader, a regulator or a refund claim might ask for. A practical checklist:
- Pilgrims: passport data matching the scan, photo, mahram link and health notes.
- Package: tier, room plan and the price each pilgrim was sold.
- Money: every instalment, refund and the balance still due.
- Saudi side: camp, housing, transport and catering contracts with their cost.
- Movement: flight block, arrival city, camp and transport wave.
- People: group leader, contact numbers and the selling sub-agent.
- History: who changed what, and when.
How does UmrahCore map to each stage?
UmrahCore is a multi-tenant back-office for Umrah and Hajj operators. The mapping below uses only what its features page states.
| Stage | UmrahCore capability |
|---|---|
| Licence and quota | Flight and hotel block capacity tracks fixed seats per block; quota itself is set by your regulator |
| Registration | One pilgrim profile with typed mahram links and stage-gated mandatory fields; bulk passport OCR |
| Package tier | Five-catalogue package assembly on a departure, with per-pax pricing |
| Payments | Three-ledger finance with per-pax receivables; instalments on the booking calendar |
| Saudi-side contracts | Hotel allocation, transport and meals catalogues; supplier payable ledger |
| Groups and visas | 13-state visa ladder with visa-copy enforcement; Nusuk Masar connection |
| Movement | Structured route builder and a per-transfer status ladder |
For networks, the Master → Reseller → Agent hierarchy keeps each sub-agent's prices and balance separate. Every change lands in an append-only audit trail. Published pricing starts at US$51 a month.
Frequently asked questions
What is Hajj group management?
It is the agency work of turning licensed quota seats into travel-ready groups: registering pilgrims, selling package tiers, collecting instalments, contracting Saudi-side services, forming groups for visas, and moving them through Mina, Arafat and Muzdalifah on schedule.
Who licenses Hajj agencies?
Each country's Hajj authority. In Nigeria, NAHCON licenses travel agencies for Hajj every year; its 2027 Hajj licence applications closed on 7 August 2026. In Pakistan, the Ministry of Religious Affairs sets the private scheme rules in its Hajj Policy.
What does NAHCON require for a Hajj licence?
The 2027 advert required CAC registration, a ₦250 million bank guarantee, IATA accreditation and accredited staff, alignment with Saudi digital integration via Nusuk, confirmed accommodation and transport, three years of tax clearance and audited accounts, and evidence of Hajj slot use.
What happens if a Hajj company pays late?
It can lose the money and the pilgrims. Pakistan's Hajj Policy 2026 says a company that fails to deposit instalments on time will have its payments forfeited, and its pilgrims are reallocated to other companies.
When are Hajj groups formed on Nusuk Masar?
After payments and Saudi-side contracts, and before visa issuance. In Pakistan's 1447 AH plan, group formation on Nusuk Masar began around 12 October 2025, with a final deadline of 8 February 2026. Each country receives its own dates.
How do pilgrims travel between Mina and Arafat?
By shuttle, traditional transport or the Mashaer Train, on routes and schedules set by the Ministry of Hajj and Umrah. The Ministry has said companies that miss the schedules face penalties, so each group needs an assigned transport wave.
Can the same software run Hajj and Umrah groups?
Yes, if it keeps package, departure and pilgrim as separate records. Hajj adds quota seats, package tiers, hard payment deadlines and Mashaer movement, but the pilgrim, document, visa, room and accounts records are shared.
