Umrah Travel Agency Software in Indonesia: 9 Platforms Compared (2026)

Nine platforms from seven vendors sell Umrah agency software to Indonesian PPIU today. We compared them on what their own websites say — agent and mitra support, Siskopatuh reporting, payments and IDR pricing — under the new Ministry of Hajj and Umrah rules.

Key takeaways

  • Indonesia has the most mature local market for Umrah agency software of the three countries we reviewed: nine platforms from seven vendors, most with published IDR pricing.
  • Erahajj, Safar and ProHajj come from the same group (Erahajj Grup), so the real choice is between seven vendors.
  • Only MuslimPergi (automatic manifest upload) and SmartTravel (batch export) mention Siskopatuh. None of the nine mentions Nusuk.
  • Since September 2025, PPIU are supervised by the new Ministry of Hajj and Umrah (Kementerian Haji dan Umrah), with escrow and three-working-day reporting duties under ministerial regulation 4/2025.

Short answer: As of 10 October 2026, nine platforms sold in Indonesia clearly advertise Umrah agency features on their own websites: Erahajj, Safar and ProHajj (all from Erahajj Grup), MuslimPergi, ERP Umroh, SmartTravel, Sharoh, AMSOL SIM-Umroh & Haji and the PHPTRAVELS Umrah module. Published prices run from Rp 249,000 a month (ProHajj) to Rp 1.5 million a month plus setup (SmartTravel), with per-pilgrim and one-time licence options in between. Most support agents or mitra; only two mention Siskopatuh, and none mentions Nusuk.

The Umrah market in Indonesia

Indonesia is one of the world's biggest Umrah markets. Saudi Arabia's Pilgrim Experience Program reported Indonesia as the second-largest source country, with about 170,000 pilgrims (opens in new tab), in the opening weeks of the 1448 AH Umrah season — a seasonal snapshot rather than an annual total.

Supervision of Umrah travel operators (PPIU, Penyelenggara Perjalanan Ibadah Umrah) changed in 2025. Law No. 14 of 2025 (opens in new tab), the third amendment to Law No. 8 of 2019, came into force on 4 September 2025, and Presidential Regulation No. 92 of 2025 (opens in new tab) created the Ministry of Hajj and Umrah (Kementerian Haji dan Umrah), transferring the Ministry of Religious Affairs' Hajj and Umrah functions to it. The amended law also allows Umrah to be performed through a PPIU, independently (umrah mandiri) or through the Minister.

The operating rules are in Minister of Hajj and Umrah Regulation No. 4 of 2025 (opens in new tab). Among other things, a PPIU must hold pilgrim payments in an escrow account (rekening penampungan) at a designated receiving bank (Article 46), report through the ministry's information system before departure — escrow, paid pilgrims, insurance, return tickets and visa numbers (Article 52) — and report each payment deposit and each insurance policy within three working days (Articles 54 and 55). In practice that system is Siskopatuh. A ministry licensing director said in September 2026 that Siskopatuh lists 3,631 registered PPIU, nearly half of them inactive (opens in new tab) (press report).

Common operational problems for Indonesian PPIU

  • Reporting deadlines. Deposits and insurance must be reported within three working days, which is hard to meet if payment records live in spreadsheets.
  • Large agent and mitra networks. Many PPIU sell through agents, partners and branches, each with commissions, targets and referral links to track.
  • Instalments and savings. Jamaah often pay in instalments or through Umrah savings products, so balances per pilgrim must stay accurate over months.
  • Manifests and documents. KTP, passports, vaccination and visa data have to be complete and correct before departure.
  • Competition from umrah mandiri. With independent Umrah now legal and Saudi Arabia's Nusuk Umrah (opens in new tab) letting pilgrims book directly, PPIU need to compete on service and reliability.

What B2B Umrah software does

B2B Umrah software (in Indonesia often called software travel umroh or aplikasi travel umroh) is a back-office system for packages, departures, jamaah, payments, documents and manifests that also lets agents, mitra and branches sell into the same inventory under their own accounts, with commissions and balances tracked automatically. The B2B layer is what separates it from a simple booking website.

How we chose and compared these platforms

On 10 October 2026 we searched in Bahasa Indonesia and English (for example "software travel umroh", "aplikasi travel umroh" and "software PPIU") and opened each candidate's official website. A platform was included only if its own website describes Umrah (umroh) features and it is sold to Indonesian agencies, shown by Bahasa Indonesia content, IDR pricing or an Indonesian company. We excluded general travel software that mentions Umrah only as an invoice line, blog posts with no product, and sites we could not load.

Every cell in the table comes from the vendor's own pages; "not stated" means we could not find it there. We do not repeat vendors' own customer counts or "number one" claims. The list is unranked. UmrahCore, which publishes this guide, is shown in the last row of the table, labelled as the publisher's product, and described in its own section below; it is not ranked against the others.

Notes on each platform

Erahajj, Safar and ProHajj

Erahajj Grup sells three products at different price points: Erahajj as the full suite with accounting, HRIS and multi-level agent commissions; Safar priced per departed pilgrim, which suits agencies with uneven volumes; and ProHajj as a low-cost "lite" option from Rp 249,000 a month. None of the three mentions Siskopatuh on its website.

MuslimPergi

MuslimPergi states the most complete agent tooling (affiliate links, sub-agent fees, agent vouchers) and is the only platform that states direct manifest upload to Siskopatuh. It does not publish prices or a company name, so ask for both.

ERP Umroh

ERP Umroh is multi-tenant SaaS with clear tiers by annual jamaah volume. Agent and branch functions are paid add-ons, so price the full configuration you need.

SmartTravel

SmartTravel focuses on departure readiness — checking NIK, passport, PNR, hotel booking reference, visa and insurance before a jamaah flies — and offers white-label websites. Its Siskopatuh support is a batch export rather than a stated live connection, and some site wording still refers to the Ministry of Religious Affairs rather than the new ministry.

Sharoh

Sharoh offers prepaid yearly plans sized by jamaah volume. Agent support and integrations are not stated, and the company behind it is not named on the site.

AMSOL SIM-Umroh & Haji

AMSOL is a one-time, self-hosted licence with source code, aimed at Umrah travel and KBIH groups. It runs on an older technology stack and is a back-office tool rather than a B2B distribution platform.

PHPTRAVELS

PHPTRAVELS offers a Bahasa Indonesia interface for its Umrah module, with GDS connections and sub-agent wallets. It is self-hosted and does not mention Indonesian payment gateways or Siskopatuh.

How to choose: criteria for Indonesian PPIU

  1. Siskopatuh workflow. Ask exactly how data reaches Siskopatuh — automatic upload, file export or manual entry — and whether the software helps you meet the three-working-day deadlines.
  2. Escrow and payments. Check that every deposit, instalment and refund is recorded per jamaah with the payment channel, so escrow reconciliation is straightforward.
  3. Agent and mitra model. Decide whether you need simple referral fees or full sub-agent accounts with net rates, credit and balances.
  4. Pricing model. Compare monthly, per-pilgrim, prepaid yearly and one-time licences against your real seasonal volumes.
  5. Currency. You sell in rupiah but buy Saudi services in riyals or dollars; the system should freeze cost and rate on each booking.
  6. Data export and hosting. Ask how you get all your data out, and who handles security updates and backups on self-hosted products.

Where UmrahCore fits

UmrahCore is a multi-tenant B2B back-office for Umrah and Hajj operators, built around a Master → Reseller → Agent hierarchy so each branch, partner and sub-agent works under its own login, branding, prices and balance. Its 17 core modules cover jamaah records, quotations, bookings, packages, flights, hotels, transport, visas, meals, documents and finance, with bulk passport OCR and multi-currency bookings that keep the price and currency they were sold at. UmrahCore connects to Nusuk Masar, GDS flight systems and hotel supplier APIs. It does not currently state a Siskopatuh integration, so Indonesian PPIU should confirm the reporting workflow with us in a demo.

Pricing is published in US dollars, from US$51 a month for Starter and US$101 a month for Business, which adds agent and reseller management. UmrahCore's website is also available in Bahasa Indonesia.

Frequently asked questions

What is the best software for an Umrah travel agency in Indonesia?

It depends on your size and how you sell. Small PPIU on a budget can start with low-cost options such as ProHajj, agencies with large agent networks should look at platforms with full agent and mitra accounts, and anyone worried about reporting should check Siskopatuh support. Compare at least two platforms with your own packages.

How much does software travel umroh cost?

Published prices we found on 10 October 2026 range from Rp 249,000 a month (ProHajj) to Rp 1.5 million a month plus setup (SmartTravel). Safar charges Rp 55,000 per departed Umrah pilgrim, Sharoh sells yearly plans from Rp 10 million, and AMSOL is a one-time Rp 7 million licence.

Which Umrah software integrates with Siskopatuh?

Of the nine platforms we reviewed, MuslimPergi states automatic manifest upload to Siskopatuh and SmartTravel states a Siskopatuh-ready batch export. The others do not mention Siskopatuh on their websites as of 10 October 2026.

Who supervises Umrah travel agencies (PPIU) in Indonesia?

Since September 2025, the Ministry of Hajj and Umrah (Kementerian Haji dan Umrah), created by Presidential Regulation No. 92 of 2025, has taken over the Hajj and Umrah functions of the Ministry of Religious Affairs. PPIU operating rules are set by Minister of Hajj and Umrah Regulation No. 4 of 2025.
