Short answer: As of 1 November 2026, we found no Nigeria-based company selling Hajj or Umrah agency software on its own website. Three international vendors — Trawex, FlightsLogic and Technoheaven — have Hajj and Umrah product pages that name Nigeria among their client countries. None publishes a price. Nigerian operators are licensed by NAHCON, which shapes what the software must record.
Who regulates Hajj and Umrah operators in Nigeria?
The National Hajj Commission of Nigeria (NAHCON) does. It says it regulates and licenses states and tour operators (opens in new tab), and that it monitors Umrah activities. State pilgrims welfare boards collect Hajj fares for state pilgrims; tour operators deal with private pilgrims.
NAHCON's Operations Department (opens in new tab) lists its tour-operator functions. They include registering and pre-qualifying tour operator companies, issuing Umrah licences, and monitoring licensed operators' Hajj and Umrah work "both onshore and offshore". It also inspects operators' offices in Nigeria and their accommodation in Makkah and Madinah.
What does NAHCON require of licensed operators?
Separate licences for Hajj and Umrah, each with its own conditions. The Hajj licence is applied for each year.
NAHCON's 2027 Hajj licence advert (opens in new tab), dated 28 July 2026, set these conditions:
- registration as a travel agency with the Corporate Affairs Commission (CAC);
- a bank guarantee of ₦250 million in place of a refundable cash deposit;
- valid IATA accreditation, accredited staff and a track record of handling pilgrimages;
- operations aligned with Saudi Vision 2030, "such as digital integration via the Nusuk platform", with confirmed accommodation and transport;
- three years of tax clearance and audited accounts, and evidence of Hajj slot use over three years.
Applications were made online on NAHCON's STOS portal and closed on 7 August 2026. Allocation depends on slot availability and the company's previous performance. Companies in debt to NAHCON or Saudi or Nigerian agencies are not processed.
For Umrah, the Umrah licence guidelines on the STOS portal (opens in new tab) require CAC registration and a minimum share capital of ₦30 million. They also require IATA approval and IATA-accredited staff. NAHCON's public notice of companies with a current Umrah licence (2023/2025) (opens in new tab) lists about 230 licence numbers, most valid for two years. It tells pilgrims not to use companies that are not on the list.
What does this mean for software?
Nigerian operators need records they can show NAHCON on request. The rules above point to five needs:
- Slot use by season: evidence of Hajj slots used over three years.
- Audited accounts: ledgers that an auditor can follow, in naira and riyal.
- Confirmed services: accommodation and transport contracts per pilgrim.
- Corporate remittances: payments to NAHCON from the company's corporate account, which must reconcile.
- Complaint history: NAHCON will not process an applicant with unresolved complaints.
Our Hajj group management guide walks through the full season, stage by stage.
What does B2B Hajj and Umrah software do?
It combines an operator's back-office with an agent portal. The back-office holds packages, departures, pilgrims, visas, hotels, transport and accounts. The portal lets sub-agents book into the operator's inventory at their own rates and see their own balances. Our explainer on what an Umrah management system is covers the modules and data model.
How did we choose these vendors?
On 1 November 2026 we searched for Hajj and Umrah agency software sold in Nigeria and opened each candidate's own website. A vendor was included only if its own site has an identifiable Hajj or Umrah agency product page, and that page names Nigeria.
We found no vendor with a Nigerian office, phone number or naira pricing. Each of the three below names Nigeria in a list of client countries on its product page. That is weaker evidence than a local office, so ask each vendor for Nigerian references.
We excluded Hajj and Umrah products whose pages do not mention Nigeria. We also excluded consumer booking sites, pilgrim payment apps and a government system built for NAHCON. Every cell comes from the vendor's own page; "not stated" means we could not find it there. The list is unranked. UmrahCore, which publishes this guide, appears in the last row as the publisher's product.

Notes on each provider
Trawex
Trawex sells a broad travel booking platform with a Hajj and Umrah page. It is the only one of the three that states credit limits and deposits for agents. Its Hajj and Umrah page does not state a company address. Trawex also has a separate Nigeria booking-engine page, which does not mention Hajj or Umrah.
FlightsLogic
FlightsLogic describes a cloud booking platform with Hajj packages. Its page does not describe visa, group or rooming features, so ask how it handles pilgrim files.
Technoheaven
Technoheaven has a head office in Gujarat, India, and an office in Dubai. It offers B2B and B2C booking with agent mark-ups and a quotation system. Its page focuses on booking and content rather than visas or accounts.
How should a Nigerian operator choose?
- Naira and riyal accounting. Confirm that cost, sale price and exchange rate are frozen on each booking. Our Umrah agency accounting guide explains why.
- NAHCON-ready records. Check that the system can report slot use, pilgrims sent and payments per season.
- Hajj and Umrah in one record. If you hold both licences, one pilgrim profile should serve both.
- Agent controls. Ask to log in as a sub-agent and see exactly what they can view and book.
- Nusuk workflow. NAHCON points operators to Saudi digital integration, so ask how the system follows current Nusuk processes.
- Local references and support hours. With no local vendor, ask for Nigerian clients and support in West Africa Time.
